The records of hundreds of Brtish nationals convicted abroad of serious offences have not been put on a police database used to vet people who want to work with children or vulnerable adults.

Explanation:
ich würde eher von verwundbaren erwachsenen sprechen oder auch fragilen Erwachsenen. Je nach Kontext kannst du es auch umschreiben:
Erwachsene , die besonderen Schutz bedürfen.

Bsp.
Der Europäische Gerichtshof für Menschenrechte betont aber, daß es unter dem Gesichtspunkt des Art 8 Abs 2 EMRK durchaus gerechtfertigt ist, homosexuelles Verhalten auch mit den Mitteln des Strafrechts zu kontrollieren, wenn dies notwendig ist, um besonders verwundbare Personen - wie dies Jugendliche sind - vor Ausbeutung und Verführung zu schützen.

These terms are all so close together. A vulnerable person, however, is in my interpretation still within the grey area between requiring help and not requiring help. Having said that, I am sure this is a topic that can be discussed forever and there may be several ways to interpret vulnerable in your context.
