English term or phrase: grounding the club
The fairways of the
eighteen-hole course are slightly undulating, greens are large
and waved; red sand areas, unusual in the Czech Republic,
are not considered an obstruction, so grounding the club is
permitted there.

Explanation:
Grounding your club means letting it touch or rest on the ground before you take your shot. This is not allowed in bunkers, for example. This means your club must not touch the sand before you take your shot, not even on your backswing. Practice swings are allowed, but only as long as the sand is not touched by the club.

The sand in your text is not defined as an obstruction (is not a bunker), so grounding your club is allowed there.

Sand nicht berühren oder prüfen (R13-4). Die Beschaffenheit
des Bunkers darf vor dem Schlag nicht geprüft werden, d.h.
Sand nicht anfassen, nicht rechen, keine Probeschwünge mit
Sandberührung machen, Schläger nicht aufsetzen und auch
beim Rückschwung Sand nicht berühren – sonst gibt es 2 Strafschläge.
Es ist hingegen erlaubt, den Rechen oder einen
Schläger im Sand abzulegen.
