There must be a typo here. I'm sure it should be vehicle, ergo "Fahrzeug".

The US Environmental Protection Agency and 225 other Google hits do not think "vehide" is a typo, as at this site where the term shows up 7-10 times:

But I am not so sure, Antje may be right. Most of the 225 hits were referring to what could have been simply described as a "vehicle". It is possible that the use of scanners and "character recognition" has gone so far these days that the "cl" has been misread 225 times in the production of documents that then found their way, uncorrected, into the Internet. Another point, many of the sites were countries where English is not the first language. Maybe that also applies to the US Environmental Protection Agency. Lastly, many of the sites had other typos.

The word "vehide" is not in my 1998 NODE, my Schmidt-Pons Fachwörterbuch der Kfz-Technik nor two environmental dictionaries.

From your context, I could imagine some sort of hybrid vehicle, where one "rides" like a bicycle but there is also an electric motor like a Velosolex, but the photo at this site does not look like any sort of environmentally friendly electric hybrid vehicle:

The combination of +velosolex +vehide turned up zero hits.

Some of the English in your text is a bit questionable already so I would go along with Antje's idea of a typo: vehide = vehicle = Fahrzeug, if nobody can tell us what a "vehide" is.
