Explanation:
I am reasonably sure that they mean that a shaft key has or is sheared and that the shaft would be translated as a "Welle" in German. Numerous bilingual documents on the web use the term "shaft key" and Paßfeder side by side. I am just not quite sure what sort of 'kaputt' sheared would translate to "geschert" does not seam quite right, but I can't think of anything better.
