Was ist jetzt richtig??

Kraftstofftemperatur
Explanation:
In automotive context, 'bulk fuel temperature' doesn't refer to the average, but to the temperature of the major quantity of the fuel system. German references don't translate 'bulk' specifically, but just refer to 'fuel temperature' > Kraftstofftemperatur, when talkin about fuel cooling, e.g. in common rail systems.
Thus, I would just translate as above and not worry about 'bulk', which doesn't lose the sense.

Temperatur des massengelagerten Treibstoffs

Explanation:
"bulk" always refers to large quantities, masses, etc., never to averages.

mittlere Treibstofftemperatur

Explanation:

Vielleicht stimmts?
