Explanation:
Referring to the device counting the metering pulses sent by the telco company.

Germany's giant telco company probably refers to it as "Gebührenimpulszähleinrichtungsschaltung". :-)

FWIW, 7130 Google hits für Gebührenzähler, and maybe I should explain my remark above to avoid misunderstandings. You said \"in telecom there often is NOT\" - The former Deutsche Bundespost was notorious for their creation of long, funny-sounding technical terms.

Explanation:
A Deutsche Telekom person once asked me whether I have a Einheitenzähler on my phone. Just a guess, though.

Explanation:
Ernst has "Gesprächszähler" listed under "call meter".
You could extend it to "Gesprächszähleinheit/gerät", but I think "Gesprächszähler" is just fine. (Confirmed by more than 100 google hits).
