I'm wondering if the word order is just reversed and it should read:
Channel, Hailing
Channel, General

The Hailing Channel would be the Notrufkanal

as in:
"Ich verwende für die Boot zu Boot Kommunikation LPD-Funkgeräte, meist auf den Kanal 16 (angelehnt an den Notrufkanal vom Schiffsfunkdienst)."
