Koninklijk Besluit vom 19. Juli 2000 handelt von Zahlung bzw. Hinterlegung eines Betrages. So gelten zB Verkehrsstrafen, die nicht sofort _vollständig_ bezahlt werden können, nicht als bezahlt, der angezahlte Betrag (te consigneren) gilt nur als hinterlegt.

Explanation:
No points, as it's not in German; but it may help in the right direction.
I don't see that this is necessarily to do with transport, as "consignment" is sometimes used in a financial sense instead of "transfer", and this could well be the case here.
Then "in case of the establishment of some infractions" could perhaps be paraphrased: "against any claims arising on account of errors, negligence etc."

This is like the French regulations - "immediate payment or transfer of a sum (or possibly issuing of a cheque?) if any contravention of the (road traffic) regulations is established".
