Ich würde es so allgemein halten, solange nicht mehr Kontext vorhanden ist! Für mich bedeutet das, dass geplant wird, welche Ausrüstung welches Personal zu einer bestimmten Zeit braucht. Oder welche Ausrüstung vorhanden sein muss.

Explanation:
There is nothing fundamentally wrong with Thomas' idea, but reading between the lines, I think I'd use this because it looks more as if fixed equipment may be meant, whereas I tend to think of "Ausrüstung" as movable, or perhaps personal, equipment.
