Apart from the fact that the language leaves much to be desired, in part it is incomprehensible, the author wanted to express something else. What he really wanted to say, remains unclear. To translate the passage in question as < solution and suspension terms > is not only risky but also improbable. Best thing to do is to contact the client and to make him clarify the point.
