Explanation:
Προτεινόμενη μετάφραση της πρότασης: "Τα κράτη θεωρείται πως δρουν μεμονωμένα και συμπεριφέρονται -σε γενικές γραμμές- ορθολογιστικά."
Κατά τη γνώμη μου, χρειάζεται περιφραστική μετάφραση και μετατροπή του ουσιαστικού σε ρήμα, διότι τα "οι δρώντες"/"ο δρων" είναι επί το πλείστον άκομψα μεταφράσματα και όχι ο δόκιμος τρόπος απόδοσης του νοήματος.
