Asker: Actually it is a complete sentence. It is tabulated in the source text as one of the conditions for a bigger event to happen. Thanks for the detailed analysis. Though, I doubt if we can coordinate the semantics of the source and the target languages with the given interpretation which may be right on the deeper plane of thought.
