English term or phrase: Withholding vs. backup withholding (US)

I was under the impression that "withholding" in US tax terms is
ניכוי מס במקור.

Now I came across the term "Backup withholding", which, according to the explanation below and elsewhere, also means
ניכוי מס במקור.

My question: are these the same, or am I missing something here?

בניגוד לניכוי רגיל של מס במקור שמבוצע מיידית עם ביצוע העסקה או התשלום הרי כאן מדובר במסלול מיוחד ליישויות שאין להן זיהוי מוכר במערכת המיוסוי האמריקאית. במקרה כזה, כך אני מבין, הניכוי מבוצע רק בעת המימוש של התשלום (הרווח) ראה את ההסברים באתר שאני מצרף

דורון שים לב, גם במובאות שאתה מצאת וגם באלו שלי הנושא הוא הנישום ולא המאפיינים של ההכנסה. המעקף הזה מבוצע רק כאשר הנישום עומד או לא עומד בתנאי זיהוי מוגדרים ולכן כל לא נראה לי נכון להתייחס להכנסה כזו או אחרת (ממשכורת או שאינה).
אולי תתרגם פשוט "ניכוי מס במקור מנישום לא מזוהה"

Asker: Thanks, Amnon - as always, you're always the serious researcher. I beg to differ on the exact definition. Here's what I found: "Backup withholding applies to all types of non-wage income that are subject to information reporting. For example, backup withholding is required if the recipient fails to furnish an accurate taxpayer identification number to the payor or if the recipient lacks certification that the income is not subject to backup withholding." I translated it into ניכוי מס במקור על הכנסות שאינן משכורת הכרוכות בדיווח and thence just referred to ניכוי מס במקור.
