Ruth, when it's a heading, then probably:
מדיניות אי-רדיפה בעקבות דיווח על הפרה

אי-נקמה sounds very much like translationese.

Explanation:
It is a little complicated in my opinion since as far as I understand it the meaning here is המנעות מסגירת חשבונות - that the body that reported the violation won't be isolated or damaged in any way by other parties involved.
I think that I would go with מדיניות חוסר תגובה or מדיניות אי נקמה/גמול.
סגירת חשבונות is also an option but one that I am less incline to use.
