For the case of fire or security sensors, hardwired is opposed to wireless, not to programmable. Hardwired sensors receive supply and send back signals through real copper wires, as opposed to wireless sensors which get supply from batteries and send their signal back through radio.

There is no more context. Housing inspection requires smoke detectors that are hard wired. Some detectors were found to be operated by batteries, and these no longer meet the requirements. Hard wired detectors must now be installed. I think they just need to be electric, connected to electric wiring within the apartment. I can say all of that instead of coming up with a word. It's for an interpetation I need to do today at a housing hearing in LA. Thanks!
