תיק בטיחות / נהלי בטיחות

Explanation:
Just my suggestion I don't know of any official term.
תיק is widely used (As you probably know) in Hebrew to describe a file or portfolio that sums up or organize the procedures, overview, supervision, and other aspects of a specific topic, or field.
This is why I think that תיק נהלי וסקירת בטיחות is the most appropriate term, however, it is too awkward; so in short I would just use תיק בטיחות
