My bad... I did not go to U in UK (only Secondary School), and resided in N. America, so excuse my confusion - they say it happens in the best of families... :-)

Upper Second Class Honours Degree most certainly refers to a university degree, not "High School". "High School", as far as I am aware is a purely American concept, corresponding to "Secondary School" in the United Kingdom. At secondary school, grades are given as A, B, C, etc. I have never yet seen the university marking system applied to secondary schools.

I assume you're talking about High School. If so, from personal experience I can tell you that only A levels are equivalent to Israeli Matriculation (Bagrut). The Ministry of Education in Israel told me that I had to have the certificates translated (graduated in UK) and then stamped by Notary. This was 20 years ago and perhaps there have been changes, hence my suggestion to you is to ask the MoE instead of guessing.
