Thank you Hezy for your help. It's not exactly what the client wanted. Eventually this is what the latter gave me: פקודת שינוי מסמך. This stems from the word תיעוד being too broad and מסמך more specific. 2 KudoZ points were awarded for this answer
About the no hits on Google, but was told that this is what they have used in the past... I will edit the glossary to add your suggestion as well Hezy, so others can make their own choice.
I think your effort is definitely worth some points! so I'm waiting to find out if it's "legal" to give points even if the answer is incorrect, and then change to the correct answer in the glossary posting. Either way, I will eventually post the correct answer.
