In general I agree with Gad only with some reservation.
Please see the two links I refer to below. It is true that due process relates to a person's right to הליך ראוי/הליך הוגן (see for example

However, considering these two links below I think that the due process in subject may relate to the decision of ועדת השמה only not of the Knesset as Gad mentioned but rather of the Special Education System (חינוך מיוחד). As for the "Complaint" I think there is a need for a little more context since according to the Israeli law you may submit ערר על החלטת ועדת השמה but such an appeal does not relate particularly to due process, the question is if the complaint in subject is not in fact the Israeli equivalent of ערר על החלטת ועדת השמה מטעמי הליך הוגן I hope I was sufficiently clear on that note.
