Suggestion follows Explanation: I think this calls for an entomologist. There may or may not be a Hebrew name, depending on whether the insect occurs in israel. Another problem is that the common name (planthopper) may refer to different species. The scientific bonomial name (genus and species) would be very helpful. I have somewhere the contact details of an entomologist at Tel Aviv university.
