This is an existing character. I need to check it, but have no way of reproducing it here. It appears to consist of two characters, the first one vaguely reminiscent of a 3 followed by two vertical lines, the second one even more vaguely reminiscent of a 9 - or 2 - followed by two vertical lines. And of course, the Hindi horizontal line on top.
