Suresh is an overstayer in Singapore, and thus cannot be called here.

I understand overstayer is one who overstays the permitted duration of visa etc.

In many Hindi news reports, overstay has been used as it is. Please see this search result:

In one, the word has been explained and then overstay given in brackets:

उन्होंने कहा कि अगर पूर्व मंत्री और सांसद सरकारी आवास में निश्चित अवधि के बाद (ओवर स्टे) भी रह रहे हैं तो उन्हें खाली कराया जाएगा।

Curiously enough, this correct technique has been used by Navbharat Times, which usually has no compunction about using English words even for terms for which good Hindi equivalents exist !

So I would suggest:

ओवर स्टे करनेवाला

or
ओवर स्टे करनेवाला व्यक्ति

for overstayer.

You can qualify overstay with a Hindi explanation:

ओवर स्टे करनेवाला (किसी देश में वैध रूप से रहने की अवधि बीत जाने पर भी उस देश में रहते जानेवाला व्यक्ति)

This lengthy explanation can be given at the first occurrence of the word. Thereafter, it can used alone.

One question that remains is whether to write overstay as one word, hyphenated, or as two words.

In the search result, all three forms can be found. My own preference is to write it as two words:

ओवर स्टे

This confirms with Hindi's natural tendency to separate all separatable parts of words (कारक चिह्न, समास, विभक्ति चिह्न, आदि). Hindi generally does not like long words or hyphenated words.

There is a proverb in Hindi which roughly conveys the meaning of overstayer:

मान या न मान मैं तेरा मेहमान !

If context permits, you can bring in this proverb to add some humour to the usually dry as dust embassy translations !
