Nekem a "harácsoló állam/kormány" is eszembe jutott. A fent említett magyarázat szerint az adószedés, az adópolitikák központi volta a legfontosabb tulajdonsága az ilyen kormányoknak. A szövegben említik a "kizsákmányoló" jelzőt is.

Talán az "adószedő kormány" is lehet megoldás.
