Egészen pontosan a kifejezés "BE IT KNOWN TO ALL MEN BY THESE PREMISES" szokott lenni, vagy másik variációja a "Know all men by these presents" - ügyvédi meghatalmazások (Power of Attorney) szokásos legelső mondata. Jelentése kb. ez: "tudatjuk mindenkivel, hogy..." vagy "a jelen okirat tanúsága szerint..."
A "by these premises / by these presents" más szavakkal "by this writing itself" - azaz a jelen okirat szerint.
Magyar meghatalmazásokon nem szokott szerepelni ilyen bevezetés, így a fordításban sem feltétlenül szükséges szerintem.
Angolul még ilyen változatai is voltak/vannak:

"Be it known to all unto whom these present letters may come, that We ..."
"Know all by these premises/presents, that We ..."
"Let All know that We ..."
