tulajdonképpen "jobb híján" módszernek lehetne nevezni: arról van szó, hogy a vámérték meghatározásakor a szokásos módszerek nem működnek (azonos vagy hasonló áruk ügyleti értéke stb.), akkor kellenek ehelyett más módszerek, amilyen a GATT VII. cikke meg még pár rendelkezés.
Itt van az egész bekezdés róla, hátha ad ötletet:
Where the customs value of imported goods cannot be determined under Articles 44 or 45, it shall be determined, on the basis of data available in the customs territory of the Community, using reasonable means consistent with the principles and general provisions of the following:
a) the agreement on implementation of Article VII of the General Agreement on Tariffs and Trade;
b) Article VII of the General Agreement on Tariffs and Trade;
c) this Chapter.
However, none of the following may be used to determine a customs value under the first paragraph:
a) the selling price in the customs territory of the Community of goods produced in that territory;
b) a system which provides for the acceptance for customs purposes of the higher of two alternative values;
c) the price of goods on the domestic market of the country of exportation;
d) the cost of production, other than computed values which have been determined for identical or similar goods in accordance with point d) of Article 45(2);
e) prices for export to a country not forming part of the customs territory of the Community;
f) minimum customs values;
g) arbitrary or fictitious values.
Az anyagnak létezik egy magyar fordítása, de abban meghagyták a "fall back módszert" - nem hinném, hogy benne van a magyar alapszókincsben. :)

Csak magyarázatként teszem hozzá: a fall-back method jelentése - olyan módszer, amely biztosabban müködik, mint az elönyben részesitett elsödleges módszer, ezért akkor használandó, ha az elsödleges módszer nem lehetséges, vagy eredményes. Az Attila által javasolt szükségmódszer szó is jó lehet, de nekem ez a szó ismeretlen.

Köszönet dr Annusnak. Kritikája nélkül, bár nem értünk egyet, nem gondolkoztam volna tovább a kérdésen.
Mivel éppen vámügyröl van szó, és ez a megoldás kétségkivül jó, a precedens, szerintem, irányadó.
Explanation: Szerintem így lehetett volna nevezni a közözöségi adatok alapján történő vámérték-meghatározást, amely a meghatározási algoritmus legalján van, ahogy te is írtad "jobb híján" alkalmazandó.
A "szükségtől" nem kell irtózni, sok köznyelvi szavunkban megtalálható: szükséglakás, szükségállapot stb.
