Concordo con la spiegazione fornita dal collega, un po' meno con la proposta di traduzione. Ammortamento "a quote decrescenti", infatti, traduce generalmente "declining balance method of appreciation" (cfr: Garzanti Business English) ma qui stiamo parlando di "*double* declining rate". Su siti specialistici italiani ho trovato sia "ammortamento a quote dimezzate" sia "ammortamento a doppie quote decrescenti".
Ti riporto i riferimenti che ho trovato su Internet - tra cui anche una spiegazione e un esempio di "ammortamento a quote decrescenti" (che a me pare essere una cosa un po' diversa) - assieme a quello che dice il Picchi sull'argomento:
**Double Declining** Balance Method
Accelerated Depreciation method in which a constant percentage factor of **twice** the straight-line rate is multiplied each year by the declining balance of the asset's book value. The straight-line rate is simply the reciprocal of the useful life in years, multiplied by 100. If the useful life is five years, the straight-line rate is 1/5 x 100 = **20%**. Therefore, the double declining rate is **40%**.
**DOUBLE DECLINING** BALANCE DEPRECIATION METHOD - Metodo di ammortamento **a quote dimezzate**

Metodo che consiste nel ripartire il costo iniziale di un bene capitale in un determinato numero di periodi di tempo, sottraendo in ciascun periodo una quota *doppia* di quella riconosciuta dallo straight line method e applicando tale quota doppia al saldo residuo all'inizio di ciascun periodo.
