Non trovo dei riscontri attendibili in internet né sui miei dizionari ma,
per me significa una di dua cose: valore residuo oppure
Valore del rottame. Se un assicuratore di rimpborsa tutto meno un 10% che lui chiama stub life, può solo significare questo. Decidi tu.

agree  Sonja Zibin: deve essere qualcosa del genere, la parola "stub" suggerisce che il bene ha ancora una "rimanenza" di uso/produttivita'/vita, ecc./ Gianni, sono solo le 3 e mezza del pomeriggio "in my neck of the woods", un po' prestino epr spegnere il PC!! ;-)

Rispondo soltanto per fornire a Ennio le indicazioni che ho trovato in rete, a sostegno dell'indicazione di Vittorio. Stub-life sembra utilizzato specificatamente in aviazione. Vedi questa citazione, dove viene spiegato il significato di stub life come "cicli inutilizzati":
