Il contesto è ovviamente aeronautico... in un caso ho una che è una "operator in a fixed-based operation in South Carolina", e un po' prima avevo un'altra persona che era la "owner of the flight operation in Michigan" (da cui poi ero arrivata a risalire al fatto che lavorava appunto nella fixed-based operation dell'aeroporto... del Michigan).
Non so proprio come renderlo.
