Generalmente come assistente di volo non ho mai sentito utilizzare l'espressione "transfer slot", ma solo "slot" con il significato nella risposta precedente. Il fatto è che viene assegnato in partenza, non in arrivo, pertanto dato che il testo dice "we circled above Moscow", sembra che l'aereo sia in volo, ma stia in attesa sopra l'aeroporto di Mosca per atterrare, ma che sia in coda. Quindi il transfer di cui parla, sembra il tempo di transito che il passeggero ha per prendere una coincidenza, un altro volo. Restano 16 minuti stretti in quanto evidentemente, nonostante i transiti a bordo, restano comunque in coda. Transfer slot potrebbe essere appunto una finestra di atterraggio x non far perdere le coincidenze ai passeggeri, ma non so se sia un'espressione corretta (ad esempio se il testo è un romanzo, potrebbe essere usata dall'autore ma non da specialista del settore).
Si può anche lasciare slot, ma si usa di solito per le partenze, mentre l'aereo del testo è ancora in fase di circling sopra Mosca.
