This really depends on the context. Depending on the intonation, this can be a provocative, mild or very offensive statement! My first suggestion is to be read in Roman dialect (given the slang yiddish, I thought I could use some "poetic" license!). The second one (literally "Who gave you your driver's license?!") comes, I think, from a movie (w. Franco Franchi and Ciccio Ingrassia) and is generally accepted to mean "How dumb can you be?!"
