Da quanto ho trovato mi sembra che nel contesto delle reti e dei network service, si possa riferire all'assenza di qualsiasi tipo di garanzia sulle prestazioni della comunicazione e in generale sulla qualità del servizio offerto. Letteralmente si assume che il servizio per così dire, "faccia del proprio meglio", ci metta il "massimo impegno", ma senza appunto assicurare una qualità prefissata.
Prevalentemente mi pare comunque che venga lasciato direttamente in inglese ad es. "su base best effort" o "modalità best effort".

Best effort delivery describes a network service in which the network does not provide any guarantees that data is delivered or that a user is given a guaranteed quality of service level or a certain priority.
