Ho notato che in rete si parla di "CPU
throttling", "CPU throttle state", "to throttle the CPU"...
E ho trovato quanto segue:
"In the "Throttle" mode, the CPU execution frequency will down to one fourth of normal
working frequency to cool the system temperature down by lowering CPU"
Ho trovato throttle anche in italiano, es. "Controllo throttle", "processi Throttle", sempre relativi alla CPU.
Pertanto ho pensato di rendere con "indicatore Throttle CPU", ma non trovo riscontri in rete per questa stringa specifica.

To throttle vuol dire "parzializzare" (es. compressori dotati di cvalvola sull'aspirazione), agire sul "gas" (Auto) quindi accelerare o decelerare.
Per la CPU come tu dici di rallenta la frequenza; ho trovato queste info:
