Si sta parlando di pianificazione del territorio e delle iniziative intraprese a Portland (USA).
Il passaggio dice che negli anni Ottanta a Portland viene eliminato un parcheggio coperto "in order to build a full-block public square"
Che tipo di piazza è? Cos'ha di particolare?
