There are nevertheless concerns that, in line with the growth in private debt, riskier borrowers may be taking a larger share of the market. According to the World Bank, unrated borrowers (both sovereign and corporate) issued 37% of bonds in 2006, in comparison with 10% in 2000 . Moreover, the increasing levels of bond financing by banks in regions such as emerging Europe and central Asia has served to finance rapid credit growth which is of itself a concern. Indeed, there are indications that both domestic and foreign banks in these regions have been increasingly borrowing abroad in foreign currency to lend domestically, taking on indirect risks through their foreign currency-denominated loans .
