Si tratta di un encoder. Si può tradurre semplicemente con "trasmesso"?

Explanation:
Mi pare di capire che il segnale d'ingresso, fissato ad un potenziale costante di 12 Volt, viene modulato impulsivamente da un transistor connesso in serie al segnale stesso e che si comporta come un interruttore.

Sebbene "to bring down" significhi "fare scendere, abbassare", in questo caso il soggetto del verbo è il segnale d'ingresso che ha un potenziale fissato a 12 Volt (che quindi non scende), mentre è la tensione di uscita che varia impulsivamente con la chiusura/apertura del transistor.
