Ho fatto una ricerca sul significato di "ruban" in francese, poiché, come tu dici, si tratta probabilmente di una cattiva traduzione. Il significato è quello di fascia, segmento, quindi anche scaglione, fetta, quota (anche se sarebbe più propriamente "tranche"). Per me è l'unico senso possibile. Vedi questa frase (ripresa dal link sotto indicato):

"Questa sovracapacità nucleare ha portato all'obbligo di esportare grandi quote di elettricità'...
