I don't know what is the machine/process and why water needs to be bled. It is either to remove water that deposits at the bottom of a fuel tank, or to remove air (with some water) from the top of a water tank.
In any case, its a metaphor from the medieval habit of curing any illness by bleeding some blood from the patient (either by vein incision of by leeches)
