Visto che l'inglese è abbastanza vago, anch'io mi terrei ugualmente sul vago in italiano e opterei per "avere dei (disporre di) referenti in loco su cui poter fare affidamento". "Referente" è un termine abbastanza ampio che può sicuramente abbracciare le "local government agencies" e i "transformer manufacturers and large real estate developers" di cui parla il tuo testo.
In alternativa, potresti rendere "contact base" con "rete di contatti" (su cui poter fare affidamento) oppure con "conoscenze" (anche se quest'ultimo termine è un po' più colloquiale, a mio avviso).

If you have ten persons in your **contact base** and each of them only have ten other people in their **contact base**, it means that there are already more than a hundred potential contacts. Each of those contacts knows ten people and they each know ten people etc. The number of potential contacts becomes infinite.
