il termine bin è usato negli istogrammi per definire il PASSO, ovvero la larghezza delle classi dell'istogramma. In genere si lascia l'inglese BIN. Nel caso dell'FFT questo corrisponde alla larghezza di banda cui corrisponde ogni valore (power density = densità di varianza/potenza) della trasformata di Fourier. Trattandosi per la fast-Fourier transform (FFT) di un calcolo digitale, ad ogni bin corrisponde un valore numerico. Di fatto nel testo si fa riferimento a SOSTITUIRE i valori per le bande vincolate lasciando inalterati gli altri, pertanto la traduzione più chiara ed efficiente è proprio VALORI:

The number of FFT points also gives the frequency resolution, that is how many Hz are represented by a single bar (that is how large the every single bar band filter is). An FFT bar is also called "FFT bin" in literature to emphasize that it contains the energy (or effective voltage) from a frequency range, not a single frequency (english: "bin" ~ bucket, container; german: "Eimer", italian: bidone).
