Chiaramente dovrei vedere il contesto in cui si inserisce il termine, ma credo che, se si tratta di un testo sul finanziamento di grandi opere/infrastrutture ecc., possano anche utilizzarsi le due soluzioni proposte. Si tratta infatti di un prestito particolare, consecco con condizioni specifiche.
