English term or phrase: there is much of apple pie and motherhood
I think it's a common idiom, but I don't know how to translate it properly.. The whole sentence is: there is much of apple pie and motherhood about this report.
Thanks.

[...]Madam President, there is much of apple pie and motherhood about this report. But the fundamental importance of it is this: it signifies and typifies a belief that Brussels has a right to set agendas and to dictate to Member States how they should prioritise issues and expenditure that quite patently are within their own domain and should be exclusively so, because any region has the right to decide within its limited budget what its priorities are. If adult learning and increased expenditure is a priority, it should be so decided by that region or that nation, not by Brussels and not because of Brussels but because it is right for those circumstances in itself.

Explanation:
Seper caso l'espressione fosse tratta dal contesto evocato da Leonardo ne ho trovato in rete un'ulteriore traduzione già pronta...

Just let’s consider subsidies to agricultural practices that have been bad for the environment and cost consumers. Of course, **both of these principles sound like “motherhood and apple pie” concepts**. Nobody could ever disagree with either of them. The key question, if we are to deliver real added value, is how we put them into practice.

Naturalmente, ***entrambi questi principi possono suonare a prima vista “ovvi”***.
