presupponendo che la frase si riferisca al Canada, ho trovato questo:

nell'articolo si spiega che la "July 2010 introduction of higher sales taxes in Ontario" non sarà più considerata nei dati relativi all'inflazione di luglio per i motivi spiegati nel seguito dell'articolo e che questa introduction secondo la Bank of Canada, avrebbe aggiunto 0.7 punti ai calcoli dell'inflazione.

questo va d'accordo con la seconda parte della frase, quella che riguarda la core inflation, l'inflazione inerziale (ovvero la continuazione del trend attuale), che invece è prevista aumentare sebbene entro il range previsto
