Tail end IMHO non si riferisce alla fine del mese (quale? quello di emissione? e se scadono dopo 3 anni?) ma alla "coda" cioè la parte finale del periodo di validità delle obbligazioni. Questo si riferisce all'acquisto, da cui la breve scadenza fino al rimborso.
Magari potresti tradurlo come"obbligazioni a tasso fisso a breve scadenza di rimborso", ma mi sembra decisamente pleonastico: chi gioca in borsa sa qual'è la scadenza.
