Mettere la pulce nell'orecchio.

Istigare/aizzare o... gettare benzina sul fuoco.

Per essere precisi, il tuo primo esempio può essere tradotto con

Ha messo la pulce nell'orecchio a Maria dicendole......

mentre per il secondo non funziona. Ci vuole:

Il ministro getta benzina sul fuoco suggerendo....
