Questo documento spiega abbastanza bene, a mio avviso, cosa si intenda con "spread" quando si parla di royalty (in riferimento al sistema olandese):

Per "arm's length" ci sono già delle proposte valide nel glossario, cui potresti dare un'occhiata, se credi. A mio parere, comunque, "arm's length" si può rendere correttamente in vari modi diversi (molti siti italiani specialistici hanno deciso di tagliare la testa al toro limitandosi semplicemente a dire "principio di arm's lenth").
Direi quindi che potresti tradurre il tutto sulla falsariga di:
...quale spread/margine di differenza sulle royalty venga/debba essere considerato accettabile in base alle condizioni prevalenti di mercato/al principio della piena-libera concorrenza/al principio della piena-reciproca indipendenza...
o perifrasi similare che si adatti al meglio al tuo stile e al tuo contesto.
Magari, la prima volta che compare il termine "spread" nel documento potresti spiegarne il significato, inserendo un inciso o una parentesi, con "differenza tra royalty a debito e royalty a credito" (o espressione similare).
Ricalcolo del **debito per royalties** o conferma con i creditori ...

Ho trovato qualche altro riferimento da cui sembra che "arm's length", in riferimento a "(royalty) spread", debba essere inteso come "arm's lenght pricing/valuation". Ti ricopio il tutto sperando ti possa essere d'aiuto a definire la traduzione migliore nel tuo contesto:
