io toglierei proprio "property" perchè la frase diventerebbe pesante e il senso è già chiaro così, vale a dire che il funzionario/responsabile di XXX è autorizzato da XXX a concedere la copia, la distribuzione, la trasmissione ecc ecc. Secondo me è già chiaro che si parla dei diritti di proprietà.

ps. in alternativa, "un funzionario di XX autorizzato alla tutela del/i diritto/i di proprietà". (..troppo pesante secondo me)
