E' un testo in cui si fa un breve riferimento all'adozione di una "per se law" relativa alla guida sotto l'effetto di droghe.

Germany, Belgium, Sweden, Finland and France, and in the US, 11 states have a per se law.

La definizione si riferisce alla guida in stato di ebbrezza, si parla di limite 'per se' (in sè, in se stesso), a dire la 'relatività' del livello nella presenza di alcol - o nel tuo caso, di stupefacenti - rilevati nel guidatore.

Per Se Laws - Laws that declare it illegal to drive a vehicle above a certain alcohol level, as measured by a blood or breath test. In most states, the per se limit is .08% or greater. Violating the per se law has nothing to do with one's ability to drive a car safely; it is based solely on body chemistry. The only question is whether the driver was above the legal limit at the time of driving. NOTE: since breath or blood testing always takes place after the time of driving, it does not directly answer the question of BAL at the time of driving. The alcohol level at the time of testing may be higher, lower, or the same, when compared to the time of driving.

Ok- nello stesso sito -che tratta di DUI(Driving Under the Influence of drugs) e DWI (Driving when Impaired) - esiste una sezione che si riferisce alla guida sotto l\'effetto di stupefacenti, che in pratica rimanda alle \'per se laws\' applicate nel caso dell\'alcol.

The punishment in a DUI drugs case is similar to DUI alcohol in the event of a conviction. However, in many states, the DMV does not have jurisdiction to take a separate action against the person\'s driving privileges. That is because the DMV\'s jurisdiction arises out of a violation of the \"per se\" laws, which make it a crime to drive with an alcohol level that is above the legal limit

  -> thanks,. Actually, I was in two minds about putting 'per sé', but it comes from Latin, so the literal meaning, as you say, is just 'in itself, by itself' . Thanks a lot . xxx
