Credo che sia come dici, anche in caso che l'emittente della garanzia si trovi in stato di insolvenza il produttore deve provvedere al finanziamento della gestione del prodotto.

penso che issuer qui si riferisca a chi avrebbe la responsabilità di smaltire il prodotto: il produttore deve fare in modo che i costi di smaltimento del prodotto vengano coperti anche nel caso in cui l'acquirenete del prodotto o chi comunque sia responsabile per il uo smaltimento non sia finanziariamente in grado di provvedere allo smaltimento.
Se hai l'indicazione precisa di quale direttiva UE si tratta, dovrebbe essere facile trovare la traduzione ufficiale.
