A special case of 80-20 Rule can be applied to a wide variety of problems and situations. This rule says that “X” percent of any group are avid supporters and another “X” percent are avid detractors. The persons in these two “tails” are basically fixed and no amount of persuasion will change their views or attitudes. Members of the remaining “Y” percent are persons who are interested in, or active in, the issue but need to be convinced or, at least, have the issues addressed in their camp.
This can be viewed as the “20-20-60 Rule.” Or the “30-30-40 Rule” — meaning that 30% of the group are predisposed to fall on one side of an issue and 30% on the other. The remaining 40% are the “Undecided Center” and it is this group only which needs to be convinced on the issue.
Application of the “XXY-Rule” means that the outcome is best if we focus on the “Y-Group” by answering its concerns, doubts, and questions. Persons in this group are the ones who most likely will decide the issue by swaying it in one direction or the other.
