Spero di non arrivare fuori tempo massimo! ;-)

Da quello che capisco dai vari documenti dedicati alla materia presenti su Internet, il "clawback" è uno sconto/una riduzione che il SSN inglese applica automaticamente sulle richieste di rimborso spese (per i vari medicinali) presentate dalle farmacie.

Lo IATE traduce "clawback" con 'meccanismo di recupero' quindi forse potresti rendere l'espressione con:

prima del meccanismo di recupero applicato dal SSN

oppure

prima dello sconto/riduzione applicato/a alle richieste di rimborso dal SSN

(o espressioni similari)

Ti riporto il link e alcuni estratti di un pdf molto interessante che spiega che cosa si intende per "clawback" in ambito sanitario (UK).
